If we commit a mortal sin and then go to confession, are all of the good works we did before that mortal sin lost? Or do we regain their merits after we repent in confession?

No, salvation isn’t a report card where one demerit removes the good grades on other subjects.
Mortal sin separates us from God, but God doesn’t change his mind about loving us based on conditions.

It all has to do with the state-of justice-that we’re in rather than an accounting of individual deeds and the merits they earn. What we do, especially persistently, whether mortal sin or works of love, reflect the state of the heart, which is what Scripture tells us God judges by. So in the end we’re judged on our love according to Church teachings.

We lose the merits when we commit mortal sin and we cannot gain any when in mortal sin.
When we go to confession and are in a state of grace, we gain all the merits from beforehand back because we are now on good terms with God.
