Sorry, whether they have sex or not isn’t at issue. First, it can cause scandal and second, the are placing themselves in extreme temptation or the proximal occasion sin. Both of these can be sins independent of fornication.
What is your point? Is it that all couples have sex before marriage so it doesn’t matter whether you move in or not? It doesn’t matter how common sin is, it’s still sin.
