In this diocese no parish has more deacons than priests, so the problem of a priest needing a break on Sundays doesn’t come up (although the scenario is very plausible). Deacons are to read the Gospel whenever they are serving at Mass, but don’t have the ‘right’ or obligation to preach every time. There are many other opportunities for a deacon to preach/teach – CCD classes, RCIA, Bible studies, sacramental preparation.
