Where or when in Scriptural history can one find a rejection of multiple wives and concubines? When was the practive of having multiple wives forbidden?
 
I’m not sure there is a specific answer. Having multiple wives and concubines appears some time mid-way through Genesis up through around the time of the Babylonian captivity. After that it seems to have disappeared, and the way the Jews act in the NT times is as if it was long rejected.

These quotes only refer to bishops and deacons, however it is still a clear departure from the OT where spiritual leaders where permitted multiple wives.

These quotes refer to a singular husband in a marital relationship with a singular wife. Seems to indicate that multiple wives was no longer part of the picture.

One possible explanation I heard for why God originally permitted polygamy and has since forbidden it was perhaps to simply populate the planet faster. If from the beginning of mankind, each man only had one wife, the world would have populated much slower. Of course, that is purely speculative, but an interesting thought.

As to the old testament, polygamly is not expressly forbidden, although the scriptures reveal that, without exception (I believe) every instance of polygamy led to infighting and ruin.

One might say that just as Jesus indicated “divorce” was permissible under the mosaic law yet not God’s plan for us, so was the case with polygamy which is clearly forbidden in the NT.

Jesus would be the one to expressly forbid multiple wives and concubines.

16But he shall not multiply horses to himself, nor cause the people to return to Egypt, to the end that he should multiply horses: forasmuch as the LORD hath said unto you, Ye shall henceforth return no more that way.

17Neither shall he multiply wives to himself, that his heart turn not away: neither shall he greatly multiply to himself silver and gold.

18And it shall be, when he sitteth upon the throne of his kingdom, that he shall write him a copy of this law in a book out of that which is before the priests the Levites:

19And it shall be with him, and he shall read therein all the days of his life: that he may learn to fear the LORD his God, to keep all the words of this law and these statutes, to do them:

20That his heart be not lifted up above his brethren, and that he turn not aside from the commandment, to the right hand, or to the left: to the end that he may prolong his days in his kingdom, he, and his children, in the midst of Israel.
