Multiplicity of Public Prayer

Hello,

According to St. Louis de Montfort in his work Secret of the Rosary on the 46th rose he states:
One who says his Rosary alone only gains the merit of that one Rosary. But if he says it together with others, he gains the merit of each Rosary. This is the law of public prayer.
Is there any theological/philosophical rationale that backs this statement? I’m not really sure why saying one rosary in a group of say two people actually ends up with each person meriting two rosaries… Nor what he means by “law of public prayer.” What law is he referring to?
