If a Catholic and a non-Catholic want to get married in a Protestant church and the Catholic has dispensations from cult (to marry a non-Catholic) and form (to marry in a non-Catholic ritual) to do so, does a priest need to be present at the wedding for the marriage to be valid?

No. A priest or deacon may certainly be invited to participate in the wedding of a Catholic to a non-Catholic in a non-Catholic church, but their presence is not necessary for the validity of the marriage.
