Must a pro-life person actively work to make abortion illegal?

If a person actively opposes abortion, works towards convincing women to make a choice for life, and works actively to establish ministries to help women who make that choice but need financial/medical/emotional support, is that person adhering to the Church’s teachings or must he also actively work to make abortion illegal?
 
A pro-life person can only do so much and someone you describe is already doing a great deal for the pro-life cause. So long as a pro-life person does not oppose laws that would end abortion, and so long as he votes in accord with the Church’s teachings on abortion, he is acting in accord with the Church’s pro-life commitment and need not actively involve himself in political campaigns to make abortion illegal.
