I have a free one-decade Rosary ministry in my parish; I make one-decade Rosaries and give them away.
A few months ago, the local hospital asked if they could have a bunch for each floor, and of course I said yes! Taking the Rosaries to our parish priest to have them blessed, I was surprised that he only said a prayer over them, without touching them or sprinkling them with Holy Water.
So, does something need to be handled by the priest and then sprinkled with Holy Water for the blessing to be valid?
