Thank you for that document, which I found interesting. I only wish your source had printed in capital letters this word: DRAFT - over the document.For the record the protocol that was signed (and later reneged) by the Archbishop actually approved one of the consecrations. The additional THREE consecrations was IMO the blunder.

As of 1988, most leaders and seminary teachers in SSPX would have worked inside the Church itself far more than in SSPX. They would have had experience working under ordinaries, within diocesan structures, different kinds of parish situations, alongside various religious orders; taught and studied at various Catholic institutions; in addition to what they did within SSPX. They were, by background, “men of the Church” more than men of SSPX.
What about the experience and training of the SSPX leaders of 2016? They are most or all SSPX men.
The younger clergy now have seldom worked in the Church, they rarely had a seminary teacher or superior who had ever worked in the Church.
This is why the existing protocol of welcoming families coming from chapels into their parish and diocese, with provision for TLM, is more workable than bringing back a draft intended for other circumstances.
