The Church teaches that Baptism is necessary for salvation for those to whom the Gospel has been preached and who have had the opportunity of requesting the Sacrament (give or take a word, what it says in the Catechism).

This being the case, if one were to culpably refuse to be Baptized at one point in his life, but then later on regretted his decision and intended to request Baptism if he could, but was unable to receive the sacrament before he died, would he go to hell?

I believe that person would receive baptism of desire. Read this from the CCC:

**1259 **For *catechumens *who die before their Baptism, their explicit desire to receive it, together with repentance for their sins, and charity, assures them the salvation that they were not able to receive through the sacrament.

Not necessarily.
