Now, if a Baptised but non-practicing Catholic marries another Baptised but non-practicing Catholic OUTSIDE the Church, THAT is automatically invalid. Correct?
If they marry outside the Church, yes their marriage would lack canonical form (the requirement to be married in a Catholic Chuch with a priest/deacon and two witnesses) and therefore would not be valid.

But, be careful with the term “automatic” because even a Catholic who lacks form must submit their paperwork to the diocese to be declared free to marry in the Church.

Correct, as far as the Catholic Church goes, but the marriage is valid in a civil sense.
