You may need some legal advice. As I recall ,if someone builds onto your property, and you do nothing about it , they gain some rights to the property after a certain period of time.
 
Since they are distorting everything you say then it looks like they do not want to take care of the problem.
Since you are not geting anywhere with them you need to go to the city Inspector and let them handle it.
When he knocks on their door he will pay attention especially when they tell him he is going to have fines levied against him for code violations.
The next day you have off make it a priority to go to the office in person like the O P said.
You may need to have your property surveyed to know exactly where the boundry lines are.

The City may request that.

As far as holding the worker responsible goes he was only doing what he was told either by his boss or by your neighbour. Your neighbour is the one responsible it is his property.

There is such a thing as squatters rights where after a period of time they can lay claim to that portion of your property if you dont do anything about it.
How long is it since he had the Garage built?
I have a friend who is having an above ground Pool put in and he may have to get rid of some Dirt because of the Gond Sweel that the township requires. His ground can only be so high for water run off.
