That used to be the case, but in the 16th century the Council of Trent surpressed all rites that were less than two hundred years old. As to why there hasn’t been a resurgence of new rites, that’s probably because Rome wishes to keep a sense of unity and antiquity in the Latin Rite.
Do you mean the Eastern Rites? The Byzantine Rite has been adopted to different culture. Recently a Ukrainian Catholic priest did a Chinese Divine Liturgy using Chinese cultural symbols:
