This is what I meant by “don’t know exactly what the article is referring to.”don’t know exactly what the article is referring to, however, I have heard that there are some Western counties & large private foundations are trying to tie financial aid to things like legalized abortion and legalized same sex “marriage.”
However, it is FACT that many Western national and NGOs are attempting to use additional financial aid in order to influence (or bribe) African nations to legalize things like abortion & same sex marriage.

Terrorist groups continue plotting possible attacks in Tanzania. Terrorists may attack with little or no warning, targeting embassies, police stations, mosques, and other places frequented by Westerners.
Members of the LGBTI community have been arrested, targeted, harassed, and/or charged with unrelated offenses.
