Notice that MfM tries to bounce back and forth from the ECF evidence (that he doesn’t actually have.)
I think the OP is saying that there is NO early writing to support the vatican statement. Not that the early writing support something different.

Any mention that Peter is the head of Rome and that Rome is the head of the whole church there in scriptures?
NO!
Actually John 21:15-17 does exactly that. It is even more obvious when the Greek words are understood. In verse 15 and 17 Jesus asks Peter if peter loves Him and after getting an affirmative answer Jesus tells Peter “Feed my sheep.” The word translated as ‘feed’ is the Greek word bosko and it means to nourish, to feed. However in verse 16 after getting the affirmative answer from Peter Jesus tells Peter to “tend my sheep” Some protestant bibles use the word ‘feed’ instead of ‘tend’ but neither one is a good translation. The Greek word used there is not bosko as in verses 15 and 17 but rather the Greek word poimaino. This word means to rule or to govern. But protestant bibles want to tone down that meaning and go as far as to say these three questions to Peter are because of Peter’s threefold denial of Christ. Maybe that can be said of the actual questions of “Do you love Me?” But the command to feed and rule the flock which follows Peter’s response is a whole other matter.

Also in this same passage Jesus refers to his followers as sheep or “My flock”. Here, Jesus, the Good Shepherd, is delegating his position as shepherd of the flock to Peter. For it is hte shepherd who leads sheep to food and water. It is the shepherd who rules over the flock and who the flock will follow. Anyone who knows anything about sheep know that sheep do not have a high IQ even in the animal world. In fact, outside of wool, mutton and lambchops there is not much else to recommend sheep. Any one sheep separated from the flock will be doomed unless reunited with hte flock. It is only when together in a flock with a protecting shepherd that the sheep are safe. In telling Peter to feed His sheep Jesus is telling peter, in front of the other Apostles that He, Peter, is to lead Jesus flock which is the church.
