Can a bapisted, non-Catholic Christian take part in the Sacrament of Penance and Reconciliation aka confession?

One must be Catholic to receive a Catholic sacrament. A non-Catholic could always ask to talk to a priest and could ask for his advice about his sins, but a Catholic priest can not give absolution to a non-Catholic.

No - non-Catholics cannot participate in any Catholic Sacraments, because they are not in full communion with the Church.
The exception is non-Catholics who have been received into the Call to Continuing Conversion by their Bishop, and are preparing to be received into the Church by profession of faith, Confirmation and First Holy Communion.
The reason is that a Catholic priest has no legitimate authority over a non-Catholic, unless the non-Catholic is undergoing a process of conversion.

Only under the provisions of canon 844 (apart from the case in which a baptized non Catholic seeks reception into the Catholic Church, as mentioned earlier).

yes, in an emergency or danger of death if they have no access to a clergyman of their own denomination, and yes, if they are in the process of preparing for full communion with the Catholic Church, they can and must do so before Confirmation and First Communion. Ordinarily, however the sacraments of the Catholic Church are offered only to Catholics, because by definition non-Catholics reject the Church’s claim to the authority by which the sacraments are confected.

Orthodox Christians are allowed to take part in Confession and Eucharist (If they ask for it and show the catholic faith about the Sacraments). It’s in canon law… sorry, I’m too lazy to seek for the exact quote

Except the Orthodox, and certain other groups, including the (P)NCC, the People’s Patriotic Church of China, and the Old Catholics of the Utrecht Union.
