If a person who is joining the Church through RCIA, but has been confirmed in another denomination; say Episcopalian or Methodist…must they be confirmed as Catholics or just make a profession of Faith?

Since the Catholic Church does not recognize protestant “Confirmation” as a sacrament then yes they would need to receive that sacrament to be fully initiated into the Catholic Church.

Only a Church with valid Holy Orders could confer the Sacrament of Confirmation. This would be limited to the Orthodox Church and a few schismatic “Catholic” Churches where the priests have valid orders. Therefore, someone entering the Catholic Church from any of these churches with valid orders would only make their profession of faith since they are already validly confirmed.

Everyone else-- Episcopal, Methodist, Lutheran-- would receive the Sacrament of Confirmation at the time they are received into the Church since they have not yet received it.

Yes, because there is no valid Sacrament of Confirmation outside the Catholic or Orthodox Church.
