Non catholic marriage and annulment

My brother was baptized catholic but didn’t receive any other sacraments and he had gotten married to a non catholic without a dispensation. He’s now planning to get a divorce. Since this was a civil wedding does he need to get an annulment? Especially if he ever decided to marry someone who was catholic?
 
Most likely he will need an administrative declaration of nullity.

This is a much shorter process than a formal case petitioning for a declaration of nullity.

Once his civil divorce is final, he can approach his pastor and complete the necessary paperwork to request an administrative declaration of nullity. Except for very rare circumstances, the Church does not consider such petitions until after the civil divorce is finalized.
