yes the law of the Church is that we are obligated to confess mortal sins once a year and to receive the Eucharist during the Easter season. Yes the laws of the Church are binding on all Catholics. Yes, the bishops define the extent of Easter season in their country, generally from Ash Wed. to Pentecost unless your bishop says different. Yes if you deliberately, willfully and with intent to disobey the authority of the Church refuse to obey this law you very well could be in a state of mortal sin.
