The Board of Trustees elects him. Unfortunately for students, they Board] seem to be at odds with Catholic teachings. They probably have a student non- voting ] representative.

The Board elects him, however he can’t serve in that role if his superior within his order does not allow it. I guess this means that his superior has given him the okay.
