Do I need to finish a novena before starting a new one of the same type? If I don’t need to wait, does that mean I should say the rosary twice a day?

I would do one at a time. They are not magic. The efficacy of a devotion is based on the fervency of our prayer. Keep in mind, the answer to our prayers is often, no, not now, or no, that’s not right for you

Padre Pio prayed the rosary constantly throughout the day.
If you can pray more effectively if you keep your novenas one at a time, it’s probably best to keep the focus that way. But there have been times when I’ve had one novena overlap with another because I had been praying one and had something come up where another one was started – like a request from a prayer group or friend, etc.

Eternity is outside of time and space. 🙂

I try to keep it to just one, but the key word is TRY, lol. My life is so hectic that sometimes I MAY start another on day 7 or 8 of the other Novena. That is only if something comes up. For example I had a St. Anthony’s Novena going when the Divine Mercy Novena was supposed to start on Good Friday, so … Oops. The only reason I try to keep it at one at a time is so that I can give praise report to that Saint for his/her blessings. I have not heard of anything in the teaching of the Church that says you CAN’T. Just pray about, examine the reason your doing it, and then make your decision under the direction of the Holy Spirit. God bless!

You can overlap Novenas all you like. Since heaven upgraded to 777G, they can handle it.

I keep thinking of this if I accidentally get the decades out of order… the crowning of the Virgin Mary and the Assumption into heaven for example… God is outside of time and space… love it!
