You mean the grant you receive for being needy and that is intended to pay for higher educational expenses? Are you serious? It’s based on need and is to be used for the cost of education! There is no need to tithe with this sort of grant and I can’t possibly begin to imagine why you would even think of this question.
 
I do not think so. They are grants from the government that provide you with money for education. They are not a wage.

Catholics are not required to tithe 10%.

Some people can give 10%, or more. Some people can only give 1%, or less.

For the first time in my life, I’m getting to a point where I might be able to give 10% of my income to charity. AND I’m 48 and going into my 20th year of a steady career!

I’d say no.

It’s not personal wealth. It is money transferred to one for a specific purpose.

And as was said, the tithe as such is not Church teaching.
