You don’t indicate if your mother belongs to a particular religion. Unless their religion had an alternative custom. I find if hard to believe your sister would object to a simple burial.
You could purchase the plot or niche, and invite your sister to a small burial service. Most priests would be willing to do the service if requested by a Catholic relative.
