I’ve been praying the LOTH for two years now and this still stumps me. Apart from All Souls’ Day (except when it falls on Sunday) under which circumstances is it permissible to pray the Office for the Dead.
I suspect it is used in religious communites (convents, monasteries, etc.) when one of their members dies.
If you are a lay person not bound to pray the Divine Office in any particular way, I suppose you could pray it whenever you like. A ferial day (weekday with no particular feast) in November might be a good time.

You can certainly pray it yourself either upon the death or anniversary of death of anyone who you wish to commemorate. And as stated it might be a nice idea to do so on all the ferial days of November.
