And certanly, not all Old Catholics associated with Utrecht are the same. There’s a great variance. And if you include the American Old Catholics, even differences you find.
In dialogue with some communions, such as the LCMS or - possibly - the PNCC, there is strong doctrinal stability that Rome can build with, long term. Is that true of Old Catholics?
it think it would be better to say the Utrecht Union than ‘Old Catholics.’ The PNCC is also an Old Catholic Church, the same is the Nordic Catholic Church, and her ‘offspring’ in Europe (which are all in communion with the PNCC through the Union of Scranton). I personally know the Norwegian bishop there, who is also - if I recall correctly - bishop of the Scranton Union’s Bishop of all Europe.
Arguably yes; although practically speaking, the PNCC in the USA pretty much never use the term “Old Catholic”. (Nowadays, that is. It’s possible that they did a couple, or several, decades ago – I can’t say, since my experience with them is basically all in the last decade.)
Do you know whether the Nordic Catholic Church uses “Old Catholic” much?

They use it in descriptions of themselves but not in their title. That could be to not be associated with the Union of Utrecht. They do speak, in articles about their Church, about ‘the Old Catholic faith’ (nor. ‘den gamalkatolske trua’).
