On diocesan priests wearing fascias with cassocks

I’m having trouble finding an authoritative source or document regarding priests being allowed to wear a fascia with a cassock. There seems to be some dispute that only priests with jurisdiction, i.e. a pastor, may wear a black fascia. According to my research, this seems either outdated or never established as a rule or even a custom.
Per Instructionem (1970) only mentions only that fascias with tassels are abolished for clerics.

In short, can anyone assist me in providing a primary source proving that a diocesan priest may wear a black fascia with his cassock?
