the bottom line question is can an individual going through the rcia process go to confession validly, long before they are scheduled to come into the Church?

obviously , a first confession will be made before Holy Communion , Confirmation and reception into the Church … but is it up to the priest to make this decision or is there some guideline as to when someone is allowed to participate in the sacrament of reconciliation?

It depends on if they are baptised. If they are not(like I was) they cannot recieve the sacrament till they are validly baptised. So I recieved baptism-confrimation-communion-pennance in that order. I did prepare before easter though, setup meetings with a priest and so forth.
If they are baptised in a licit manner(multi-denominational) then they can setup and start regulary going to confession when they are ready. They “should” have this done before confrimation or communion.
