How did Gods rules change between the Old Testament and the New Testament if God can’t change and is immutable? His personality seems drastically different.

My view is that God does not change but his intervention in human history is adjusted to the state of the human world. Ancient civilizations were all about tribalism, animal worship, even human sacrifices, so God intervened in a way that the chosen people could react and understand. With the advent of the Roman Empire with its high level of organization and reach, the fullness of time came so Jesus could radically change the world.

Fairly simple.
When his followers say they know what God wants it isn’t always God that is speaking through them, or never perfectly so.
