Not quite. St. Josemaria did switch to the “new” Mass when it became normative to do so. But given his advanced age (over 40 years of celebrating Mass one way) and IIRC, eyesight difficulties, he had enormous difficulties making the transition. When some of the people around him noticed how he was struggling with the switch, one of them privately went and obtained the necessary permission for St. Josemaria to switch back to the TLM again.
St. Josemaria did accept the permission, but with the stipulation that the other priests of Opus Dei should always be very faithful to the Pope, and always follow his lead on the rite of Mass to be used. Hence, the TLM is not typically said by priests of Opus Dei. Ordinarily it is the Novus Ordo, in Latin, with meticulous attention to the rubrics and details. Depending on the setup of the particular oratory, it may be celebrated ad populum or ad orientem.
