Is it permissible to celebrate the Order for the Blessing on a Fifteenth Birthday during any principal Sunday Mass, or should it be done only as a special Mass at a different time? Thanks for your help.

Down here in the hinterland, the Quince Anos celebrations will, at times, take place during the Anticipated Sunday Mass on late afternoon/early evening Saturday. This is actually better because the honoree will go to Mass, receive her blessing and then move on to the reception. We typically do not have them during the actual Sunday Mass.
In fact, at our Cathedral, these Quince Anos celebrations are common at the anticipated Sunday Mass. Other parishes have a group celebrartion.
