My worry is that this distinction between Ordinary and Extraordinary magisteria has just been made up recently. It doesn’t seem to appear anywhere before the last few years. If I were in a cynical mood, I’d speculate that the distinction was made up to retroactively explain bad decisions in the hierarchy. I have no idea, though…

So, the Exraordinary Magisterium is the Pope speaking infallibly and a General Council defining the Faith. Is that only an Eccumenical Council or any council defining the Faith?

I’m afraid the Wikipedia article is in error. It states that the exercise of the Ordinary Magisterium is “non-infallible.” That is not true. The Ordinary Magisterium can exercise infallibility when the bishops are united on a teaching on doctrine or morals that each has taught to be definitive.
The distinction between the Ordinary and Extraordinary Magisterium is given in the old Catholic Encyclopedia article on INFALLIBILITY. It refers to the Extraordinary Magisterium as the “SOLEMN Magisterium,” in distinction from the Ordinary Magisterium.
The CCC gives a somewhat good explanation of the distinction in 891 and 892.

The purpose of the Ordinary Magisterium is to transmit teaching. The infallibility of the Ordinary Magisterium ensures a faithful and orthodox transmission of that teaching.
The purpose of the Extraordinary Magisterium is to judge true teaching from false teaching. The infallibility of the Extraordinary Magisterium ensures a faithful and orthodox judgment of teaching.
