Orthdox or Catholic understanding of Infallability

There have many discussions on Papal Infallability.
There is a clear definition that limits the power of the Pope.
But what does the infallability of Council Entail?
Is it limited to Dogma or does it claim Infallability for every word written?
Has it every been defined?
