Your friend may have borrowed a Latin Catholic devotion for his personal use. Orthodox do not normally believe the legends that Saint Mary (the Holy Theotokos) gave saint Simon the scapular.
There are also lay brotherhoods, which I know nothing about really, he could be associated with one.
Finally, Orthodox do like to wear neck crosses and even little icons, so something like that could be associated in peoples minds with the western-type scapular.
Bishops will wear the Panagia (image of Mary), though in general
only bishops (or higher level clergy) are supposed to wear them. They are pretty big. There is another name for the one with Jesus on it.
Some Orthodox will wear a little metal icon as a lapel pin or around the neck just like a neck cross, some people may call that a scapular, borrowing the term.
There are Eastern Catholic monastics who are selling a type of EC scapular to raise money and calling it a paraman. These are not Orthodox, but might be thought of as Orthodox by some people.
