OT type of Peter

Are there any Old Testament types for Peter? I’m looking for OT support to justify Peter’s role as the vicar of Christ.
 
First would be Eliakim in Isaiah 22:20-23
In that day I will call my servant Eliakim the son of Hilkiah, 21 and I will clothe him with your robe, and will bind your girdle on him, and will commit your authority to his hand; and he shall be a father to the inhabitants of Jerusalem and to the house of Judah. 22* And I will place on his shoulder the key of the house of David; he shall open, and none shall shut; and he shall shut, and none shall open. 23 And I will fasten him like a peg in a sure place, and he will become a throne of honor to his father’s house. 24 And they will hang on him the whole weight of his father’s house, the offspring and issue, every small vessel, from the cups to all the flagons. 25 In that day, says the LORD of hosts, the peg that was fastened in a sure place will give way; and it will be cut down and fall, and the burden that was upon it will be cut off, for the LORD has spoken."

One might also consider Joseph, who ruled Pharoahs house. Genesis 41:39-44
So Pharaoh said to Joseph, “Since God has shown you all this, there is none so discreet and wise as you are; 40 you shall be over my house, and all my people shall order themselves as you command; only as regards the throne will I be greater than you.” 41 And Pharaoh said to Joseph, “Behold, I have set you over all the land of Egypt.” 42 Then Pharaoh took his signet ring from his hand and put it on Joseph’s hand, and arrayed him in garments of fine linen, and put a gold chain about his neck; 43 and he made him to ride in his second chariot; and they cried before him, “Bow the knee!” * Thus he set him over all the land of Egypt. 44 Moreover Pharaoh said to Joseph, "I am Pharaoh, and without your consent no man shall lift up hand or foot in all the land of Egypt.

and Mordacai in Esther 8
2 and the king took off his signet ring, which he had taken from Haman, and gave it to Mordecai. And Esther set Mordecai over the house of Haman. . . 7 Then King Ahasuerus said to Queen Esther and to Mordecai the Jew, “Behold, I have given Esther the house of Haman, and they have hanged him on the gallows, because he would lay hands on the Jews. 8 And you may write as you please with regard to the Jews, in the name of the king, and seal it with the king’s ring; for an edict written in the name of the king and sealed with the king’s ring cannot be revoked.” . . …

In all cases the chosen one was given full power to act for the ruler - his vicar.

I consider Number 12:1-15 a type.

Note especially:
Numbers 12:7 Not so with my servant Moses;** he is entrusted with all my house.** 12:8 With him I speak mouth to mouth, clearly, and not in dark speech; and he beholds the form of the LORD. Why then were you not afraid to speak against my servant Moses?"

Matt 16:17 And Jesus answered him, "Blessed are you, Simon Bar-Jona! For flesh and blood has not revealed this to you, but my Father who is in heaven. 16:18 And I tell you, you are Peter, and on this rock I will build my church, …16:19 **I will give you the keys… **
