Is the Holy Matrimony officiated by North American Old Catholic Church valid and recognize by the Holy See?
This question is a bit vague and would require much more detail to make a certain determination.
In general, two non-Catholics who marry do so validly when they marry each other civilly. So, if two members of the NA Old Catholic Church (who are NOT fallen away baptized Roman Catholics or Orthodox) marry each other, yes they marry validly. And, yes, the Catholic Church would recognize such a marriage as valid.
In general, a Catholic must follow all the laws of the Church on marriage. For a Catholic to marry a member of the NA Old Catholic Church validly, the couple would have to complete Catholic premarital preparation. The Catholic would need to promise to raise the children Catholic (and by that I mean Roman Catholic). The Catholic would have to receive permission for a mixed marriage. The Catholic must marry in the Catholic form (in front of a Catholic priest and two witnesses) OR receive a dispensation from form from the bishop.
It would get more complicated from there, such as if there were prior marriages involved, if the NAOCC member were actually a defected Catholic, or if the NAOCC priest were a defected RC priest, etc. Such a situation would need much scrutiny by the Catholic Church.
The beliefs of the Old Catholic Church are
not Catholic and are very problematic. If a Catholic is contemplating marrying a member of the NAOCC they should think again. This is very problematic.
