Outdoor Weddings: Who to ask

When requesting a dispensation to have an outdoor Wedding, does the couple approach the Priest, or the Bishop? Also, if they live in one Diocese, but will Marry in another, do they request in their own Diocese, or do they make the request within the one they will be Wed?
