What does Jesus mean when he says “You have learnt how it was said: Eye for eyeand tooth for tooth*. *I say this to you, offer the wicked man no resistance. On the contrary, if anyone hits you on the right cheek, offer him the other as well.”?

Does he mean let people walk over you and not to defend yourself or your family if attacked by someone/something?
 
My thoughts are that Jesus is telling us to suffer injustices with patience and not to seek revenge. And, not to appoint ourselves as judge and executioner of wrongs we suffer.

He’s not forbidding the reporting of crimes to the proper authorities (civil or religious).
