Let’s clarify what appears to be two misunderstanding, probably inadvertently.
It is also important to note that Mary is not in competition with Peter. She has no desire to govern the Church or to tell the Church what to do. If we observe all of the approved apparitions, in each case, Mary directs the visionary to go to the local priest or to the bishop to deliver her message. However, her message is never a command. It is always worded as a request.
From the time of the Apostles, Mary was involved with the Church while on earth. However, she was not involved in its governance and it mission of evangelization. She lived the rest of her life in a self-imposed cloister. Preaching and governance belonged to Peter and his brothers (the other Apostles).
We see this relationship between Mary and the Church at the wedding at Cana. She intercedes for the people, but she does not command Christ or demand anything of the people. She simply said, “Do whatever he tells you.”
We also read in the Gospels that it is to Peter and the Apostles, not to Mary, that Jesus said, “Whoever hears you, hears me. Whatever you bind shall be bound. Whose sins you forgive shall be forgiven.” He also speaks to Peter and tells him to take care of his flock and to strengthen his brethren. And it is upon the faith of Peter that Christ builds the Church, not upon the faith of Mary.
Mary is the perfect disciple. The Mother of the head; therefore, the Mother of the Church. She is the Virgin made Church. But she is neither the head of the Church nor his vicar. That role belongs to Peter.
We have to very careful, because this causes a great deal of conflict and confusion with non-Catholic Christians who hear us speak as you posted above and believe that we place Mary over the Church. The Church has never placed Mary over the pope. She is the mother and protector of the Church. She is the model of what the Church should be. Mary has never presented herself as having authority over the hierarchy, not while she was on earth nor in later apparitions. The messages in the approved apparitions are always warnings or requests. In each case, the Church has said that these apparitions are worthy of believe, not binding on Catholics.

Vatican II decreed that Mary is Mother of the Church. This is true. However, Mary’s does not govern the Church. The authority of Peter is the highest, second only to that of Christ. Therefore, it is heresy to take something that Mary allegedly said and hold it what Peter and his successors have to say.

Remember that all apparitions seen by Padre Pio were for private revelations only. When Padre Pio spoke of these appearances of the devil he always knew them to be false because there was always some imperfection associated with it…a cut on the forehead, a foul odor, something along those lines.
