Binding and loosing refers to forgiveness of sins, it does not mean the power to reject authentic teachings of Christ.
Nita is correct.

The power of binding and loosing only secondarily refers to forgiving sins (as does the keys), but primarily means the right to make authoritative decisions binding in conscience (Christ teaches “will be bound in heaven” – in God’s sight) whether doctrinal or disciplinary – the Magisterium has final authority over the whole Church.

Thus binding and loosing includes the power to make laws, to judge, to make administrative decisions, to enforce norms.

We know the “authentic teachings of Christ” only through His Magisterium.

There is no possibility of a new revelation.

Hypothetically, even if apostolic authorship could be proved, I would tend to think there was some reason God did not want it included in the canonized New Testament.
Such good reason would be the fact that it is not part of the deposit of faith sealed upon the death of St. John the Apostle… 😉 The deposit was never lost or unknown and never grows or evolves. 🙂
