When Pope Emeritus Benedict XVI dies will he be the first Pope to have a Pope (Francis) lead his funeral?

If a something major needed to be addressed after a Pope has died and before a new Pope has been elected, who makes that decision or is it put on hold until after a new Pope has been elected?

Thanks.

When the Pope dies and the Seat is Vacant (Sede Vacante) its the Camerlengo, in the case of when Saint John Paul 11 died - Cardinal Tarcisio Bertone was in charge of the Church until a new Pope was elected, on the other point not quite sure, but I think no major decisions can be made until a new Pope is elected but I might be wrong on this .
