Jesus is not proposing his unethical behavior as something to imitate. He is just saying that we should use our wordly goods to help others (make friends) so that they may help us get to heaven :

I tell you, make friends for yourselves with dishonest wealth, so that when it fails, you will be welcomed into eternal dwellings.

I would never claim to know the “whole” meaning of any Scripture, but I think that at least one point here is “be at least as clever as the crook” - plan ahead, use the resources available. Kind of like

be as wise as serpents and as innocent as doves
