Is it all right to greet with “peace be with you” in like an email or a letter or something like that?
 
Could you say “peace be with you” when greeting a friend?
 
Emails, letters, greeting a friend, etc. it’s OK

However, you must take care not say “Peace be with you” when you are a priest celebrating the introductory rite at the beginning of Mass. At that time, that greeting is reserved to the bishop, and priests may not use it then. Other than that, I can’t think of a time when that greeting would be prohibited.
