you would have to start with a scriptural revelation, apply it to a specific devotion suggested to you through a locution or message from Christ, Mary or one of the saints, submit the matter and form of your devotion for scrutiny of your bishop who will determine if it contains any error and of it promotes a sound theology, and have his approval and support in promoting your devotion.
