A priest once explained it to me that this is allowed, by the GIRM, IIRC.

As for me, I’m glad that my parish does not shorten them Easter Vigil readings. Then again, I’m always surprised how little I feel the time that it takes.

Yes, he is allowed to do that, if there are pastoral reasons to shorten the Easter Vigil.

Some of the possible reasons might be: a great number of people are being Baptized this year, meaning that the Easter Vigil is already going to run past midnight, or, there are a lot of young children planning to attend the Easter Vigil, and for their sake it’s being shortened, or there are a great many elderly people planning to be in attendance, and again, for their sake, he wants to shorten it. There can be other reasons, as well.

Yes it’s OK, some of the readings are marked as optional in the Missal. Our very orthodox Benedictine abbey, that does the Vigil in Gregorian chant, cuts down on the readings. The reason is simple, many of the monks are very elderly, in their 80s and 90s.
 
It’s OK. The Third reading must be done.
We used to be in a very rural parish. The roads are dark and treacherous. That Pastor always only did 3 readings. He was aware that people didn’t want to be really late in the pitch dark.
