Is it fare to say that Peter was initially against evangelizing the Gentiles with out their conversion to Judaism first?

Peter wasn’t against preaching to them, especially after God told him to (Acts 10:10-48). What Peter was for was that those who came to believe must follow the Mosaic law. The Council of Jerusalem (Acts 15), the first Council of the Church, declared that the Gentiles need not obey the Mosaic law.
Yes, we do. It is obvious that Jesus Himself came first for the children of Israel (Mt 15:21-29; Mk 7:24-30). Also it is evident that it is because of the hardness of heart of the majority of the Israelites that the inheritance would be given to the Gentiles (Lk 20: 9-18). By the time that Jesus ascended, the directive to preach to all nations was given (Mt 28: 19-20). But, as with most other things, it took a while for the Apostles to fully understand everything that Jesus had taught them. It seems that the message to preach to all nations didn’t sink in with Peter, which is why God had to give him the vision in the dream.I understand that Peter was in favor of evangelizing the Gentiles after the vision but do we have any indication on his position before the vision?
