Our principal motivation, of course, is to be able to receive the sacraments as a single community without having to commute to Sacramento for Confirmation.

Any suggestions as we petition our bishop? What potential concerns should we address?

Start Small, get a “stable group” of lay faithful together and ask your parish priest/pastor for the extraordinary form as per the Motu proprio “Summorum pontificium” once you demonstrate how many are interested ask your parish priest/pastor bishop to get the sacraments other Sacraments in the older form and it should be easier to get a personal parish from that point.

Let me clarify: We already have a large congregation attending the TLM, offered by priests bused in from Sacramento. We do not have the organization of a parish which, as my understanding states, is what prevents us from being able to offer confirmation, &c. as a community.

Hmm, have you asked one of the priests ?
 
Been there and have done it. And if done correctly, it will work. Una Voce used to have some good advise on how to proceed. It starts wth getting a petition signed by as many folks as possible. Then presenting it to a priest. Give the priest some time to respond. if this doesn’t work then send a letter to the Bishop with a copy of all correspondence to the priest. Allow atleast a month for a reply. If no answer, send a second letter with a copy of all correspondence to the Bishop. If you don’t hear anything by the end of the second month., then send a letter with copies of ALL correspondence to the Ecclesia Dei Commission, Rome.

In the mean time search for a priest thats willing to celebrate the Mass and work with him.

This is the process we used and it works.
 
New wrinkle: I’ve asked around, and apparently the congregation has been asking for several years if we could have an FSSP priest stationed in Fresno. This is our only real barrier, apparently, to having full local sacramental support, daily masses, &c., in the diocese.

Turns out that our bishop has denied this particular request on several occasions, saying that after prayerful contemplation he thought it was not right at the moment. I don’t know if the congregation took it any higher, but I doubt it. I think most of us liked our bishop and would have preferred his support.

On a sad note, our bishop died Sunday after several months of cancer.

I don’t think we should make our request any time soon.
