I read that emergency contraception is approved if conception hasn’t happened yet. I this true? I always thought the Church was totally against abortion in all cases. Please explain.

If there is no conception, there can be no abortion. Abortion is the termination of a concieved child.

Rape is not a conjugal act - it’s an assault. The woman has every right to defend herself from the attackers sperm. That is why contraception is allowed.
 
The Church has only taught about contraception in the conjugal act (i.e. marriage), in documents such as Humane Vitae. The Vatican has not commented on emergency contraception in rape cases, but the USCCB has, and they said that as long as the tests do not show ovulation (which I think means conception has occurred, as that is the key point about a life now being created), then certain types of contraception can be done.

With all due respect I find this an odd thing to be thankful about, Plan B could cause a chemical abortion, which further victimizes the rape victim. It could lead to breast cancer and even more instances of abortion.

The product of conception, a baby, is never something that should be disposed of even in the case of rape. Is it unwanted? Possibly, maybe even most likely, but the short-term effect of killing him or her will never outweigh the long-term effects.
