Please explain this indulgence to me in layman's terms

Veneration of the Saints (Sanctorum cultus)

A partial indulgence is granted to the faithful, who on the feast of any Saint recite in his honour the oration of the Missal or any other approved by legitimate Authority.

What do I have to do?
 
On the feast day of a saint, pray the Collect, that is, the opening prayer of the Mass, of that saint’s feast day Mass.
 
“Any other approved by legitimate Authority” would include also the liturgy of the hours, if the proper exists for the feast, or various prayers that have been approved by the bishop, even if only locally. I don’t know if the common liturgy of the hours for saints would count.

Maybe some are not aware, but the opening prayer (the collect) is also the closing prayer in the liturgy of the hours for that particular saint.
 
You will find the collects for Saint’s days in the Roman Missal. A cheaper option would be to subscribe to Universalis (computer and phone versions) which gives you the Mass and the Office prayers for every day, complete with regional variations.

A partial indulgence is one that reduces the temporal punishment due to sin, as opposed to a plenary indulgence that removes it all.

The Apostolic Penitentiary promulgated the fourth edition (1999) of Enchiridion Indulgentiarum: Normae et Concessions and prior indulgences are abrogated. But there are more indulgences now than before because of the four general grants.

The new concession corresponding to the old is No. 21:
21 Prayers in Honor of the Saints and Blesseds

§1 A partial indulgence is granted to the faithful who on the memorial of any saint listed in the calendar recite in that saint’s honor the prayer taken from the Missal or another one approved by legitimate authority.

§2 In addition, in order to promote the veneration of newly proclaimed saints and blesseds, a plenary indulgence is granted a single time within the year following the canonization or beatification to those faithful who make a visit to a church or an oratory in which a solemn celebrations is held in honor of the saint or blessed, and who there devoutly recite the Our Father and the Creed. To any of the faithful who make the aforesaid pious visit during the same period, a partial indulgence is granted.
