Many souls die all the time who have been very far from God for whatever reason. Justice might mean that such souls go to hell. However God is so good and merciful that He will allow our prayers to be credited to these souls so that they might be saved. It is a great act of charity to pray for the souls of the dying. Jesus knows who to credit/ apply these prayers to.
