Are they considered heretics by the Roman Catholic Church?

I recently found out about them. They started in Scranton, PA (near where I live) in the late 1800s and currently have around 25,000 members.

They don’t believe in papal infallibility, believe in using contraception, and allow the priests to marry.

No they are not considered heretics and they do not allow their priests to marry. They ordain married men to the priesthood. A very different thing.

The members of the PNCC are welcome to receive communion in the Catholic Church just as members of the Orthodox Churches are.
 
At one time the PNCC–now the National Catholic Church–were in talks with the Orthodox, but now they are seeking reconciliation with Rome.

This makes sense, as it’s where they originally came from.

No they are still the Polish National Catholic Church or PNCC. And from what I’m understanding is that their sister Church in Poland, the Polish Catholic Church (they are also old Catholics), had some or all of their parishes in Poland convert to the Orthodox Church in Poland using the Liturgy of St. Gregory, but they didn’t last past WWII and now in Poland they still have the Polish Catholic Church. But this info (besides the part about the USA group still being called the PNCC) is coming from what I remember and also from wikipedia so I could be wrong.
